The Commission mainly concluded that a considerable number of European citizens are unable to access, via satellite, television programs other than those originating in the member state in which they reside. According to the report, the problem of accessing these broadcasts is often linked to ensuring that there is suitable cross-border protection of the rights of the creators of the programs concerned.

This report is the first step in a process of research and reflection to improve the movement of audiovisual devices within the European Union and it has been followed by two working sessions (28 November 2002 and 6 May 2003 - PDF file).
