Commission staff working paper on the review of the EC legal framework in the field of copyright and related rights
On the occasion of the Conference on “Copyright for creativity in the enlarged European Union: profile, perception, awareness” organized in June 2004 in Dublin, the European Commission distributed the Commission Staff Working Paper on the review of the EC legal framework in the field of copyright and related rights. => Download PDF file ... This paper examines “whether any inconsistencies in the definitions or on rules on exceptions and limitations between the different Directives hamper the operation of the acquis or have a harmful impact on the fair balance of rights and other interests, including those of users and consumers.” It also “analyses whether the Community legislative framework in the field of substantive copyright law still contains shortcomings which have a negative impact on the internal market.” The Commission launched consultation with interested circles on the basis of this working paper and AEPO sent its comments (=>Download PDF file). The Commission envisages making the necessary legislative proposals on these matters in the course of 2005.
